Robert Palmer

Robert (Bob) Palmer brings nearly 30 years of public service experience to Lighthill, including close to two decades specializing in antidumping and countervailing duty matters. His deep institutional knowledge of U.S. trade enforcement informs the firm's strategic approach to every case.

At the U.S. Department of Commerce, Bob oversaw teams of analysts conducting dozens of AD investigations across both market and non-market economies. He led CVD investigations covering multiple countries — including those with little or no prior experience with U.S. CVD law — and led verification teams to countries including China to examine government and company information.

Representative Matters

  • Led case teams through the full life cycle of AD/CVD proceedings, managing internal and regulatory deadlines
  • Analyzed quantitative and qualitative data from manufacturers across industries in response to Commerce questionnaires
  • Conducted on-site AD and CVD verifications in the United States and abroad
  • Wrote and analyzed SAS duty margin programs using company-submitted sales, cost, and factors of production data
